Training Goal:
The training on Decentralised Information Management Initiative (DIMI) aims at capacity building of all stake-holders for setting up “information-hub” at each block of Burdwan District and thereby bring about a change in the way the existing information is managed.
The Block Development Officer also works directly with the various line departments, thus it is comparatively easy for him to access information on a regular basis and monitor the development indicators pertaining to health, education, nutrition and other relevant areas. Hence the initiative is also :
To Monitor grassroot level development indicators based on disaggregated data could be difficult for the district to undertake. The villages are just too many. But the person at the helm of affairs is the Block Development Officer (BDO) - who is equipped with both the domain knowledge as well as the tools for planning and implementing strategic interventions at the grassroot level.
On enabling the Block Development Officers on information management and GIS technology to monitor the data to keep a regular surveillance on development.
On Enabling BDOs to exchange information with the district and the state to ensure effective planning and intervention in focused areas, promptly.
Training Objectives:
Train the Block Development Officers on information management and GIS technology.
Bring about easy accessibility of information through the internet for the blocks, the district and state.
Setting up an MIS that is based on updated information.
Bringing a
sense of ownership at the Block level.
Training Report
Before the training started trainers addressed them on goals and objectives of Decentralised Information Management Initiative (DIMI). Though the BDOs have sound computer knowledge, they asked the trainers to begin with computer basic. In the first half they could create a folder in his name, create a file and save it into their folder. After the lunch the training continued with Geographic Information System (GIS). They were learnt to navigate the Software and number of queries pertaining to Census Information of India, West Bengal and Burdwan. After a short break trainers introduced them with the Power point. They learnt to make a slide show using Animation. Trainees told that it would help them to make presentation.
The second day training started with MS-Excel. They learnt to make a sum using different formulas. They were also learnt to protect the file using Password. Some of the trainees told that the option would help them to protect the confidential documents. At the second half they were introduced with five copies of their block maps with blank format relating to anganwadi, health, education etc. in which they were asked to collect the information from their block. A excel file also introduced for the same purpose.
At the third day the training started with Internet. they were learnt to browse different sites, send and received emails to each other. They were surprised while browsing the website www.trendswestbengal.org to see their picture in the website. “The training and software will help us to make the BDO office as a information hub, but a instruction should come from the Panchayat Department to the line Department to cooperate us for collecting the information” trainees told at the end of the day.
